Unopened, a vial of Bacteriostatic Water for Injection, USP lasts until the expiration date printed on its own label, provided it has been kept at 20–25 °C (68–77 °F). Bacteriostatic Water for Injection is water for injection with benzyl alcohol added as a preservative. Pfizer's Hospira labeling lists two strengths under the same product name: 0.9% (9 mg/mL) in the multiple-dose 30 mL plastic fliptop vial, and 1.1% (11 mg/mL) in the 20 mL fill in a 30 mL glass fliptop vial. Same name on the box, two numbers on the insert. If a friend's vial reads differently from yours, neither of you is holding a counterfeit.
That preservative is why repeated withdrawals are permitted at all. The Hospira description says the product "is supplied in a multiple-dose container from which repeated withdrawals may be made." Sterile Water for Injection, USP contains no bacteriostat, no antimicrobial agent and no added buffer, and Hospira supplies it only in single-dose containers carrying "discard unused portion." Which handling details change the vial's allowable use period

Look at the last two rows. Both are hCG, both packaged with Bacteriostatic Water for Injection as the supplied diluent. One insert says discard after 30 days, the other says 60. Nothing about the water accounts for that; the difference sits in the drug. The MiniQuick's 24 hours has a visible cause: no preservative in that presentation, unlike the 5 mg and 12 mg cartridges.
None of those four numbers is 28.
What to write down, per vial and per prescription
I used to tell readers to write the puncture date on the vial and stop there.
